The 6th Episode ofThe Penguin, titledGold Summit, possibly set up the endgame forThe Penguinseries. With Victor and Francis discovered by Sofia Gigante, it seems that Oz will have a lot to unravel on his plate. However, Sofia might not realize that she is harboring a bigger threat to her enterprise than Oz by being in the vicinity of Vic and Francis.

Sofia Gigante is going to use Francis and Victor as bait to subdue Oswald and possibly even threaten them. However, what Sofia does not realize is the relationship that Victor has developed with Francis, and that attempting to hurt her could result in a bigger issue on her hands with Victor.
Victor might be a more immediate threat than Oswald to Sofia
Should Sofia Gigante take it upon herself to harm Francis, Victor himself, instead of Oswald could be a greater threat to her. On Oswald’s instructions, Victor has taken it upon himself to take care of Francis, who has also taken a shine to the young enforcer. Victor has gone out of his way to protect Oz’s mother, while Francis treats Victor like her own son, whether she is lucid or not.

Therefore, should Sofia decide to hurt Francis in the hopes of getting Oswald in line, Victor might take it upon himself to do some damage to the Gigante-Salvatore alliance, perhaps even harm them physically, since audiences now know that he is not above killing those who threaten Oswald and his operation.
The Penguin might have a strategic reason to sacrifice Francis
Oswald has proven to have a great acumen for strategy, having played the Maronis and Falcones against each other. Now that Oswald has started a quest for allegiance with other small crime families, Sofia taking Francis hostage has resulted in an interesting situation that can work in Oswald’s favor.

Oswald could prove to the crime families that he is committed to their alliance by letting Francis die, or he could tell Sofia that killing Francis strengthens his position, and causes her to take an alternative route, such as perhaps feeding Zhao’s insecurities about the alliance.
However, should Francis die in captivity, The Penguin might just keep Victor in the dark about his strategy, making Victor believe that he failed. This would allow Victor to stay under The Penguin’s thumb, thinking that he owes him. This would also give Victor a reason to switch his allegiance, should the narrative ever require The Penguin to face some more trials.
