Of course, there was the occasional Nefertari Cobra and Otohime, but they were far fewer in numbers, as opposed to the evil rulers.
Those leaders who are actually noble are often misunderstood by their people. Otohime’s petition to improve fishman-human relationships was met with widespread controversy. Arabasta’s citizens believed that Cobra was a corrupt king. Thus, righteous people often get a bad rep inOne Pieceamong their people. Loki might be following the same formula.

Additionally,One Piecehas a trend of Luffy joining hands with the princes and princesses of countries to aid in their development. Shirahoshi, Momo, and Vivi are strong examples of this trope. Loki is loved by animals, and Luffy himself acknowledged that Loki didn’t seem like a bad person. Mosa/Shaggy also hinted at the same.

King Harald was the true evil king in Elbaph, not Loki
King Harald is loved and praised by the people of Elbaph, something that goes against the trope of misunderstood good rulers in One Piece. Harald favored trading with other countries and wanted to turn Elbaph into a more peaceful nation. But is it really that simple?
It is possible that Harald actually had a secret deal with the World Government because of which he tried to weaken the country’s army. Promoting peace and trade would be the perfect excuse to weaken Elbaph’s forces. Loki might have realized the king’s ulterior motives and was forced to confront him. One thing led to the other, and Harald had to be murdered for the greater good of Elbaph, orLoki was simply present at the worst timing.

Additionally, Harald arranged a political marriage between Loki and Charlotte Lola, the daughter of Big Mom. Additionally, when Charlotte was no longer available, he tried to marry Loki to Lola,as if it is the political marriage that is more importantthan his son. Is this the behavior expected from a righteous king?
If Harald truly wanted peace, he would not have consented to a political marriage with the daughter of someone as obviously evil as Big Mom. It almost seems like a backup plan for when the arrangement with the World Government would not work out.
