While it has not been officially stated, Shanks must have seemingly asked Mihawk to join his crew but was rejected by him.
A similar thing happened when Doflamingo asked Crocodile to join him and work on his own cause with protection provided by Doflamingo. Mihawk turning down Shanks and Crocodile turning down Doflamingo was a hint that just like Doflamingo, Shanks was also a Celestial Dragon, and both Mihawk and Crocodile hate the World Government and the Nobles.
