Goku has yet to beat Whis, but most fans forget that the protagonist did manage to land a hit on the angel once.
While Goku’s Ultra Instinct transformation is undoubtedly epic, even without it, the character is extremely powerful. Taking an Ultra Instinct user by surprise is next to impossible, but Goku managed to do it in the most bizarre manner.
Goku Bit Whis inDragon Ball Super
In episode 91 ofDragon Ball Super, titled,Which Universe Will Win Their Place? The Mighty Warriors Gradually Assemble!, a training session between Goku andWhis, was featured. Both the characters were seen training in a gravity chamber. The sparring session was intense with Goku having a hard time trying to beat Whis.

However, in a pinch, Goku pulled one move that no one could have expected; he bit Whis’ hand. Goku is an expert at biting, and his victims range from King Piccolo, Frieza, andBeerusto a whole rock. However, fans were shocked that he could bite an angel who is always on Ultra Instinct mode.
The scene is generally considered a gag panel, included only for comedy purposes. But it was a canon scene nonetheless. For the first time, Goku was able to hurt Whis and make him feel pain. He basically planned and executed the whole move before Whis could react. However, Goku has bitten so many people that, at this point, it could simply be muscle memory.

Yes, the scene in which Goku bit Whis was included only for its comedic effect, but Whis was bitten nonetheless. Angels are some of the most powerful beings in the universe and are even stronger than the Gods of Destruction. Whis is significantly more powerful than Beerus. So, how did Goku manage to take the angel by surprise?
The nature of Ultra Instinct itself doesn’t allow opponents to land any sudden hits.Ultra Instinct separates the consciousness from the body, allowing it to fight independently of thought and emotions. Since Whis has mastered the technique, his body has the ability to act and think on its own, allowing Whis a greater reaction speed. So why didn’t Whis instinctively move away? Could it be that biting is so ingrained in Goku’s behavior that he simply doesn’t process it before acting upon his instinct? Thus, resulting in Whis being taken by surprise?

If Goku is this strong without having mastered Ultra Instinct, did he really ever need the power-up?Goku’s Super Saiyan modes themselves are extremely powerfuland intimidating, which has enabled him to defeat numerous opponents in the past. He has so much experience that fighting is his second nature, and his body is honed to react to every attack by itself. Only time will tellhow great of a tool Ultra Instinct can be in Goku’s arsenal.
