From Romance Dawn to Egghead, the Strawhats have undergone an impressive growth inOne Piece. They recognised their strengths very early in their journey and trained hard to reach their current level. A part of their strength comes from the desire to protect their loved ones, especially the crew members. In arcs like Enies Lobby and Whole Cake Island, we got to witness how far the Strawhats were willing to go.

However, the monstrous strength of the Strawhats has also posed some challenges to Eiichiro Oda. After the release ofOne Piece Film: Strong World, Oda opened up in an interview about the challenges he faced as a result of the Monster Trio’s strength.
The Idea BehindOne Piece Film: Strong World
The filmStrong Worldwas released before the time skip. At that point, the Strawhats were substantially strong but still lacking compared to most characters. Yet, they faced Golden Lion Shiki who was on par with the likes of Whitebeard and Garp.Eiichiro Odashared (via thegrandline) that he wanted to write a story where a hero saves the heroine. However, he didn’t want to introduce a new character who needs saving.

When he looked at the Strawhats, Nami seemed like the most appropriate character for the role. By that time in the story, the relationship between Nami and others had evolved into a beautiful bond. Nami trusted Luffy more than anyone and still does.
It’s already gotten to where she believes a little too much in Luffy and the rest; so for small or light matters she’d just say, “Whup ‘em good.”, and by the time the words left her mouth things would be settled.

From Oda’s words, it can be assumed that this was the main idea behindStrong World. But just deciding on the framework wasn’t enough, as there was a lot to come after it. Especially when one considers the strength of the Strawhats and the few characters who could challenge them in the East Blue where the movie is set.
Luffy’s Strength Posed Some Challenges to Eiichiro Oda
With Nami’s safety on the line, there’s no holding back the Strawhats. During Arlong Park, we had already experienced their rage. Luffy, Zoro, and Sanji are ruthless when their crew mates are endangered by any means. They put their own lives on the line to keep everyone safe. With that, the introduction of a strong villain became crucial. Oda must have struggled a lot to come up with a character who could pose a challenge to the the overwhelming strength of the three characters.
Because really, when you think about it, Luffy and the others have gotten so strong that they’d wind up winning…that’s something I spent a lot of time agonizing over.

With this statement, Oda might have been hinting at the challenge he faced to pick the right villain forStrong World. By that time, they had already surpassed everyone in the East Blue. Opposed to Arlong Park, Luffy also had great support with new members besides Sanji, Zoro, and Usopp. While the Monster Trio focused on the main villain, the rest could ensure that there’s nothing holding them back. Oda’s concerns contextualizes Shiki’s presence in the movie. As, he was way stronger than Luffy and the others.

His presence was threatening and more menacing than the other opponents the crew had faced so far. In hindsight, Shiki was the perfect villain to combat all the problems Oda was facing at the time. He had the potential to ensure that Luffy doesn’t end up winning right away. Furthermore, the non-canonical nature of the film also helped the case of the Strawhats against Shiki.
