Specifcally,they are all Traders, who offer you the chance to purchase all kinds of goods and resources to help you on your way. This also includes Fuses, and you can find the following Traders in their respective locations to make a deal:

Each Fusewill cost you $1,500, which isn’t a terribly large amount of money, but enough to make purchasing them a bit difficult. However, if you just focus on completing missions, exploring, and doing other activities out in the game, then you will be able to get enough money in no time.
